I asked Callbox to give me a proposal, and they didn't follow up!

A few weeks ago I was approached by Callbox on an email campaign I suppose, and they found me at the right time, as I was looking for a marketing solution for my startup.
So I went through their pitch, which I found well done, with good materials on their website. The person calling me was not very knowledgeable but I could understand that.
The funny thing is that, at the end, I asked them to send me a proposal. Isn't this the expected outcome they are looking for?
Weeks have gone by, and I never got the proposal from them.
Of course I will not work with them, even if they do send me a proposal now and apologize. They have already proven to me they are incompetent.
